Marc Smith

GS-15, Department of the Air Force (Retired)

Mr. Marc Smith has over 30 years of acquisition experience. He is the former US Air Force (USAF) delegated technical airworthiness authority (DTA), technical director for airworthiness, and engineering technical director. He is a recognized airworthiness certification expert having developed and managed the USAF airworthiness process, led airworthiness boards, and acted on behalf of the USAF technical airworthiness authority (TAA) on official matters. As the avionics technical director, he led all avionics technical activities and participated as a member of the USAF Airworthiness Board. He also served as branch chief of defensive systems and electronic sensors; offensive systems technical advisor; avionics integration engineer; command and control engineer; systems security engineer; and communications and data links engineer. Using this expertise, he has chaired and served on numerous executive independent review teams (EIRTs) supporting government and industry programs.

Significant Career Accomplishments

  • Authored many of the current USAF airworthiness certification processes and requirements (including the Tri-Service update to MIL-HDBK-516), with additional experience in Army and Navy airworthiness processes, as well as the Federal Aviation Administration (FAA) procedures.
  • Led the application of communications, navigation, surveillance/air traffic management (CNS/ATM) policy, requirements, and assessments on the majority of the Center’s weapon systems.
  • Oversaw and consulted on the development of the USAF Platform Information Assurance process.
