Department of Defense Directive (DODD) 5000.01 requires program managers to “… develop and implement performance-based logistics strategies that optimize total system availability while minimizing cost …” DoDD 5000.02 states, “PBL offers the best strategic approach for delivering required life cycle readiness, reliability, and ownership costs.” Dayton Aerospace has the experts to assist government and industry develop public-private partnerships and contracting approaches that meet legal requirements, as well as incentivize the contractor to deliver excellent performance over the long term. We have conducted long-term sustainment studies for government and industry, including some of the largest product support business case analyses (PS BCAs) ever conducted. We help programs each step of the way in all areas, including developing the initial strategy, analyzing alternatives, determining contract actions, defining financial arrangements and developing workload sharing via public-private partnerships.

OSD and Service policy for logistics and sustainment planning is complex. A wide variety of legislated and policy guidance drive how to develop and maintain a program’s product support strategy and the plans necessary to implement that strategy. Dayton Aerospace has the experts to orchestrate and guide the development of any logistics or sustainment plan for any stage of a program’s life cycle. Effective system sustainment is built upon a complex hierarchy of plans from various levels within the program. These plans are typically created by a prime contractor, but the requirements come from the government program office and help ensure integration across the enterprise.
