Colonel, US Air Force (Retired)

Colonel Wayne Johnson, USAF (Ret), is a veteran program manager with over 40 years of experience in requirements analysis, concept design, and engineering/manufacturing development. He has extensive experience in managing high technology, leading-edge developments and fielding advanced systems to meet the government and industry customer needs. Colonel Johnson’s career includes over 25 years of USAF service as an acquisition program manager, pilot and joint strategic planning officer and over 15 years of consulting experience with key roles in proposal management and airworthiness certification efforts.

Significant Career Accomplishments

  • Member of the development team for the technical airworthiness authority (TAA)-directed, MIL-HDBK-516-based, airworthiness certification courseware required for all USAF directors of engineering (DOEs) and chief engineers (CEs).
  • As interface with USAF, led industry A-29 airworthiness certification effort.
  • Led the 1000-person government-contractor team successfully implementing the $3.4 billion Global Hawk unmanned aerial vehicle (UAV) development program—developed evolutionary acquisition strategy, streamlined acquisition and production, and delivered fielded capability two years ahead of schedule.
  • Restructured the ailing B-1B conventional weapons integration and Joint SIGINT programs to achieve credible execution at acceptable risk.
  • Over 10 years of successful experience applying disciplined approach to a variety of proposals for submarines to satellites.
