Colonel D. Dexter, USAF (Ret) has over 30 years of diverse leadership experience as a US Air Force (USAF) officer, private industry senior executive, and Office of the Secretary of Defense (OSD) highly qualified expert (HQE). She is a recognized program management, test & evaluation (T&E), and systems engineering expert in satellites; intelligence, surveillance, and reconnaissance (ISR); aircraft; communication; integration; design; cyber security; mission assurance; C4ISR; information technology (IT); and special programs. A skilled systems manager, engineer and integrator across terrestrial, airborne and space domains, Col Dexter has proven technology assessment and transition experience and is extremely adept at evaluating innovative commercial and defense contractor technologies for potential Department of Defense (DOD) agency/military/service solutions and applications.

Significant Career Accomplishments

  • By-name requested and personally selected as an HQE by the Acting Deputy Chief Management Officer (DCMO) to stand up and normalize operations/procedures for the Defense Innovation Experimental Unit (DIUx) Pentagon office reporting to the Secretary of Defense (SECDEF).
  • Led team responsible for USAF and government cyber security (formerly information assurance) solutions for unclassified, collaterally classified, and special access environments. Directed mission assurance process to protect or ensure the continued function and resilience of capabilities and assets—including personnel, equipment, facilities, networks, information and information systems, infrastructure, and supply chains—critical to the performance of DOD mission-essential functions in any operating environment or condition.
  • As director of systems engineering, National Reconnaissance Office (NRO), developed CONOPS and requirements for special-access space program and managed the USAF Satellite Control Network.
  • Program manager and integrator for F-35 (JSF), European F-16 coproduction, and F-16 mid-life upgrade—DOD representative and lead of integrated product teams (IPTs) charged with solving F-35 and F-16 performance, schedule and cost issues.
