David Edmunds

GS-15, Department of the Air Force & Industry Executive (Retired)

Mr. David Edmunds has over 40 years of experience planning and executing all aspects of major US Air Force (USAF) propulsion systems engineering and acquisition programs. He successfully led the F-22/F119 engine engineering manufacturing development (EMD) program from initiation through qualification and has extensive hands-on experience with the acquisition, systems engineering and technical management of large USAF programs. His technical expertise includes propulsion system analysis/integration and low observables (LO) with direct involvement with the most current USAF developmental planning and acquisition management changes.

Significant Career Accomplishments

  • Successfully planned and executed engine development programs for the F100 and F119 engine families and transitioned acquisition and technical process “lessons learned” to the F-35 JSF program.
  • Developed and implemented the F-22/F119 engine integrated master plan/integrated master schedule (IMP/IMS) management process and the propulsion system integrity plan and specification used for the technical management.
  • Responsible for strategic business development initiatives, marketing and sales activities for a 1,700 employee engineering outsourcing services division of an industry firm; grew revenues and diversified customer base outside the aero turbine engine industry segment, which resulted in the establishment of a new Aerospace Division.
