David Neel

Industry Chief Engineer (Retired)

Mr. David Neel has over 35 years of experience leading multi-disciplined, multi-national, and multi-corporation engineering teams, including roles as the chief engineer of the Universal Armament Interface (UAI) industry team, participant and chairman on various NATO Industrial Advisory Group studies and Chairman of Society of Automotive Engineers (SAE) committees, and leadership of numerous national weapons integration programs. He is a former Lockheed Martin weapons integration fellow and weapons integration course instructor with extensive hands-on weapons integration and related study experience on various aircraft including F-111, F-16, A-12, F-35, C-130, F-117 and F-22. Mr. Neel is a certified level-2 program manager.

Significant Career Accomplishments

  • Chief engineer for the multi-corporation Universal Armament Industry (UAI) team responsible for the development of the most successful open architecture program in the USAF.
  • Successfully led weapon integrations on the F-16, including JASSM, MALD, SDB 1, BRU-61, Have Lite, HGK, JSM and AASM, and on the F-35, including B61-12, SDB 2, JMMBRU, JSM, SOM-J and JSOW.
  • Supported development of the System 2 interface and led the F-35 nuclear certification effort, which included writing the F-35 Nuclear Certification Plan and schedule, the F-35 Nuclear Safety Evaluation Plan and the Nuclear Safety Analysis Report; participating in F-35 nuclear project officer and nuclear certification planning meetings, and supporting the nuclear community during System 2 implementation.
