Don Osborne

Mr. Don Osborne has over 35 years of financial management experience in all aspects of US Air Force (USAF) and Department of Defense (DOD) weapons system acquisition management. His experience includes nearly 20 years of senior-level management as the chief financial officer for the USAF’s largest, most expensive and highly classified weapon systems and laboratory research projects. Mr. Osborne has extensive experience in cost estimating, cost analysis, budgeting, and day-to-day system program office financial management.

Significant Career Accomplishments

  • Provided program-level financial and benefit analysis for the KC-46A Sustainment Feasibility Demonstration (SFD) through the Office of the Secretary of Defense (OSD) decision support process.
  • Prepared life cycle cost (LCC) estimates for multiple KC-46A sustainment options and presented the results to senior decision makers at USAF-level, Air Force Material Command (AFMC), and Air Mobility Command (AMC).
  • Provided recognized expert cost estimating, cost analysis, and Selected Acquisition Report (SAR) reporting capability to the $14.3B Special Operation Forces (SOF) HC/MC-130J program office.
  • Directed all financial management services for the Air Vehicles Laboratory, Air Force Research Laboratory (AFRL).
