Mr. Kevin “Buck” Buckley is a successful senior leader with 35 years of US Air Force (USAF) and US Special Operations Command (USSOCOM) acquisition experience, culminating in assignment as the program executive officer (PEO) for the Air Force Life Cycle Management Center Mobility Directorate (AFLCMC/WL). In this capacity, he provided life cycle management executive leadership and oversight of the USAF mobility and training aircraft fleets. As a USAF Colonel, he served as program director for three ACAT I programs—C-130 Avionics Modernization Program (AMP), C-130J, and C-27—with direct responsibility for strategy development and execution to meet cost, schedule and performance goals.

Significant Career Accomplishments

  • Effectively guided C-130 AMP from a Nunn-McCurdy breach to a successful milestone C in less than two years; successfully convincing the Undersecretary of Defense for Acquisition, Logistics, and Technology (USD(AT&L)) to authorize entry into production.
  • Led the unprecedented transfer of the existing ACAT I Joint Cargo Aircraft (JCA) program from the US Army to the USAF without missing any program commitments.
  • Significant contributor to the USAF Advanced Pilot Training (APT) Family of Systems (FoS) program (commonly known as T-X) source selection plan and served a leading role in the T-X selection process.
  • Developed innovative plan to compete C-32 and C-40 contractor logistics support (CLS), saving the USAF 40% over previous sole-source contracts.
  • Directed initial Presidential Aircraft Recapitalization (PAR) program planning and execution.
  • Guided sustainment activities for mobility and training aircraft fleets, which comprise nearly 40% of the USAF inventory, enabling successful mission execution worldwide by meeting monthly aircraft availability targets.
