Ms. Marge Leclaire possesses proven program management and logistics expertise with over 35 years of hands-on experience in acquisition program management, contracting services and defense programs. She has successfully managed cost, schedule, performance and sustainment in large research, development, production and support programs—in the US Air Force (USAF), US Strategic Command (USTRANSCOM) and US Special Operations Command (USSOCOM). Ms. Leclaire also has experience directing a large contracting organization providing multi-billion dollar services to the Department of Defense (DOD).

Significant Career Accomplishments

  • As former director of program management at Aeronautical Systems Center (ASC)—now the Air Force Life Cycle Management Center (AFLCMC)—managed 1,100 program managers, logisticians, and test personnel.
  • USTRANSCOM acquisition executive for $7B/annum information technology (IT) modernization and services contracts and programs.
  • Former deputy director—acting director for six months—of USTRANSCOM plans, policy, programs, and logistics office responsible for global en-route infrastructure planning, air, land and sea transportation requirements, policies, and programs.
  • Successfully conducted numerous best value source selections, often serving as source selection authority (SSA).
