Mr. Patrick Penland is a seasoned, accomplished leader with nearly 40 years of experience as a military intelligence officer, system and project engineer, and program manager for command, control, communications, computers, intelligence, surveillance and reconnaissance (C4ISR) projects. His expertise spans hardware and software development and aircraft integration—from concept and requirements definition through design, manufacturing, installation, test, delivery, documentation, training, and operational and logistical support. Possessing a proven ability to assemble and guide teams to delivery of high quality products, on time and within budget, including recovery of struggling programs, Mr. Penland is an adept communicator and relationship manager within assigned teams, as well as with senior executives, industry teammates, and customers at all levels.

Significant Career Accomplishments

  • Led aircraft modification and maintenance for US Air Force (USAF), US Coast Guard (USCG), and international customers, including the design, production, installation, test, documentation, training, and field support of advanced avionics and C4ISR and maritime surveillance mission systems.
  • Successfully managed a major portfolio—including planning and design for recapitalization—of USAF electronic warfare (EW) aircraft from C-130 to C-37 for USAF Big Safari program office, as well as foreign military sales (FMS) efforts for C-27J (Australia) and C-130 avionics update (Argentina).
  • Led signal reconnaissance software development for USAF Distributed Common Ground Station (DGCS), including business expansion following successful recovery from a predecessor’s cure notice.
  • Won a competitive effort to demonstrate and technically assess airborne sensor-to-sensor networking for the United Kingdom (UK), including building a US-UK industry team which operated successfully while geographically dispersed, and addressed technical, management, through-life support, and security certification requirements.
